I want to create a multi-day skydiving event centered around an interactive murder mystery party for 20-25 people. I plan to purchase a pre-made game, “break” it apart and add a mechanic or two that extends the game and fits the event. (I would also consider hiring someone to help if it was budget-friendly.)
Could you recommend a game that might be a good starting place?
Ideally, the game would already be longer with a higher level of complexity. In addition to solving the murder, I would love it if each character had personal goals and subgroup goals to pursue.

Hi - that sounds ambitious! And fabulous!
So just to be clear, all the games I'm familiar with are designed to be played in an evening - so three or four hours. Expanding that to several days is possible, but won't be easy.
You might want to look at The Auction and Casino Fatale - both have auctions as part of the game, so that's something you could spread out, particularly if you find more things to auction.
You could also look at Hollywood Lies, which includes a movie-making game that you could make more complicated.
These games can all be found on this page and are suitable for the number of players you suggest.
